The "magic" hour occurs once the sun has set. It only lasts for a short time when the sky has a blue tone and the lighted windows in the buildings that make up the Chicago skyline appear. The weather has to cooperate to have a clear view of the scene. This was one of those magical moments. The highly recognizable Willis Tower (Chicagoans still refer to it as Sears Tower) sets the location to anyone familiar with the City.
